Roof permits, licences and the $40,000 line in North Carolina
Two numbers do most of the work in North Carolina: $40,000 for building permits on single-family repairs, and $40,000 for the general contractor licence. Here's how they apply to a roof.
Homeowners ask two questions before a reroof: does this need a permit, and does the roofer need a licence? In North Carolina both answers run through the same dollar figure, with exceptions that matter.
The permit exemption
G.S. 160D-1110(c) says no building permit is required for work in a single-family residence costing $40,000 or less, as long as it's done to the current North Carolina State Building Code, unless it involves certain items. Those include the addition, repair or replacement of load-bearing structures; materials the state code doesn't permit; and the addition of roofing, excluding replacement. In plain terms, replacing the roof covering on a house under $40,000 isn't on the exclusion list, but replacing rafters or other framing is, and adding a new roof area is too.
We don't treat that as the end of the conversation. Local offices read their own forms, so we check with the inspections office for your address before work begins, and pull a permit when one is needed.
The licence threshold
The general contractor licensing threshold in G.S. 87-1 went to $40,000 under House Bill 488, which became law on a veto override on August 16, 2023 and took effect October 1, 2023. G.S. 87-14 requires a permit applicant to show a contractor licence, or an exemption, when the cost is $40,000 or more. General contractors are licensed by the North Carolina Licensing Board for General Contractors. Most single-family roof jobs come in under that line; larger ones are run under a licence.

Wind requirements
Fayetteville's guidance for new and replacement structures says they have to meet the wind speed design criteria for Cumberland County. For a reroof, that shows up in the details: the shingle's wind rating, how many nails go in each shingle and where, the starter strip at the eaves, and how the ridge and hip caps are fastened. Those details matter more in a summer thunderstorm or a tropical remnant than the brand name on the bundle. Ask how the roof will be nailed, and expect a specific answer.
Questions to ask a roofer
- Will this job need a permit at my address, and who pulls it?
- If you find rotten rafters or framing, what happens next, and does the price change?
- Is the total over $40,000? If so, whose general contractor licence is it under?
- Does my HOA or a historic commission need to approve the material or color?
- Can I have your insurance certificate before work starts?
A roofer who answers those plainly, in writing, is a roofer who has done this before.
What this means for you
- A straightforward reroof under $40,000 usually goes ahead without a building permit.
- Rotten rafters, a sagging ridge or other structural repairs bring a permit into it.
- Historic districts and some HOAs want to approve material or color changes before work starts.
- Above $40,000, expect the contractor to show a general contractor licence, and expect the permit to name it.

When a single project reaches $40,000, a general contractor licence is required under G.S. 87-1 as amended in 2023.
